Art. V – PermanentThe general office will be opened on October 15th, from 16:00 pm to 18:00 pm at the official hotel of the event, during the pre-event meeting.
The participant’s confirmation, dorsal pick up and licenses shown on request will be held on a day and venue to be informed, from 16:00 pm to 18:00 pm, at the official hotelof the event in a first step..
The Sports Directors Meeting (Technical Congress) will be organized and held in accordance with article 1.2.087 of the UCI Regulations and will count on the presence of Members of the Commissaries School. It will be held at the convention centre of the hotel official event in Marília, on October 15st at 20:00 pm.
Art. VI – Start of the strating sheetThe start of each stage will be at the time established in the official bulletin of the previous stage, based on the Technical Guide distributed to riders and directors together with the kit for the event.
All riders who fail to sign the starting sheet will be subject to the penalties of the Art.(12.1.040 - Item 1) of the UCI Regulations.
The signing of the starting sheet will finish at (15) fifteen minutes before the start time of each stage, except for the prologue, when it terminates 45 minutes before its start, according the Technical Guide.
The assembly point is always 60 (sixty) minutes before the start time of a stage. The call for the assembly of the start line is the Organizer’s criteria.
Art. VII – Race radio All information concerning the race will be broadcast through the ‘Race Radio’. Its frequency will be informed during the team manager’s meeting (technical congress).
Art. VIII – Neutral supportThe Organizer will supply with 3 cars for support during the race equipped with Campagnolo and Shimano universal bikes and wheels, according to article 2.3.016 of the UCI Regulation.
Art. IX – Support carsOnly one support car for each team will be allowed in the race caravan. The cars must have all specifications written on article 2.2.032 of the UCI Regulations.
Art. X – Distance pannelsThe Organizer shall place permanent panels indicating distances 50 Km covered, and then the distances from the finish line, 25, 20, 10, 05, 03, 01 km, 500meters, 400, 300, 200, 100 e 50 meters to be covered.
Art. XI - FinishIn case of duly noted fall, puncture or mechanical incident beyond the red flare (in the last 3,000 meters of the course) of one proves in line, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finish line.
If as a result of fall beyond the red flare, a rider cannot cross the finish line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.
However, in accordance with article 6.2.027 of Regulation UCI, the above provisions shall not apply in stages: Against the Clock in the 5TH Stage and 7TH Stage (Stages of mountain).Art. XII - PenaltiesActions will be taken in conformity with Chapter III – Section 3 – Paragraph 10 – 1.3.072 and in accordance with title 12 – Discipline and Procedures of the UCI Regulations.
All teams fined for offences committed during the race must due fines before the sign-in of the next day. Teams which fail to pay the fines owed will not be allowed to start the next stage, and shall be have their participation in the
8° Tour of Brazil - International Cycling Tour of the State of São Paulo 2011 prohibited.
Art. XIII – Cutting timesCutting times will be used during the stages. The percentage to be applied in each stage shall be informed on the Report of Results of the previous stage.
In accordance with article 2.6.032 of the UCI Regulations the School of Commissaries might increase the reference percentage to be adopted.
Art. XIV – Bonus and classification system- The first 3 (three) riders of each stage shall be awarded with time bonuses according to the following scale:
- 1st place - 10 seconds
- 2nd place - 6 seconds
- 3rd place - 4 seconds
The first 3 (three) riders of each intermediate sprint shall be awarded with time bonuses according to the following scale:
- 1st place - 3 seconds
- 2nd place - 2 seconds
- 3rd place - 1 second
,b>General Individual Classification
§ Single – Times obtained shall be registered in the general individual classification.
The leader in the general individual classification must wear a YELLOW JERSEY provided by the Organizer.
§ Single – The referred JERSEY will pass to another leader, every time there is a change in the individual leadership in the race classification.
Classification by PointsCyclist gives confirmation of the part that accumulates the most points after each step by adding the points obtained in theIntermediate Sprints and those obtained in the arrivals, must wear the green shirt which symbolizes leadership points.
After each step, the shirt will be transferred to another rider if there is a change in the score.
For purposes of overall classification by points, will be awardedin the arrivals, the proportion of points:
- 1st place 10 points
- 2nd place 07 points
- 3rd place 05 points
- 4th place 03 points
- 5th place 02 points
The Intermediate Sprints of each stage shall be indicated in the Course Programme and Technical Guide distributed on the previous day. For the INDIVIDUAL CLASSIFICATION, points shall be awarded to the 3 first riders according to the following scale:
- 1st place - 5 points
- 2nd place - 3 points
- 3rd place - 2 points
DrawsIn the event of a draw, it will be resolved according to the following criteria:
- Number of victories in the stages
- Number of victories in the intermediate sprints, which score for the general classification.
- Individual classification by times.
Mountain Primea. During each stage, a venue for the MOUNTAIN PRIME will be defined. Points shall be awarded to the 3 (three) first riders, for the classification, according to the level of difficulty of each mountain:

b. The venues for MOUNTAIN PRIMES shall be indicated on the Race Programme and will be announced during the official bulletins.
c. The rider who accumulates the highest number of points after each stage must wear a WHITE JERSEY WITH RED POLKA DOTS, which symbolizes the leadership in the MOUNTAINS.
Classification by TeamPoints shall be awarded to the first 3 (three) riders of each team, in each stage.
Art. XV – Tie break proceduresIn the event of a draw, it will be resolved according to articles 2.6.015, 2.6.016, 2.6.017 and 2.6.018 of the UCI Regulations.
Art. XVI - Rewarding§1 – General provisions
a. All RIDERS who finish the EVENT in the maximum time programmed will receive a medal of participation.
b. The results will be announced after 72 hours of the end of the EVENT (extra officially), in its site.
c. The prizes can be accumulative.
d. All RIDERS having their names called out for the rewarding must go immediately to the rewarding ceremony area and podium for bonuses hand over.
e. When there is a prize (cash or consume goods) its rate is gross, being of entire responsibility of its winner, the payment of any government taxes, tributes and documentation costs.
f. Incentive cash prizes for target achievement will be received through an ‘incentive card’ issued by the bank or deposit in the RIDER or legal representative’s bank account, within 60 (sixty) days after the announcement of the official result of the race. To receive a prize the rider must follow the Organizer’s criteria (Rewards Letter signed and a copy of a document with photograph).
g. In case a RIDER do not return the Rewards Letter to the ORGANIZER within 180 (a hundred and eighty) days after its receipt, accepts that the prize won will be donated to an Charity Institutions which takes care of children with cancer in São Paulo city.
h. The official result of the EVENT depends on the official announcement of the results from CBC or other competent authority responsible for the anti-doping tests, or any other restriction imposed by official authorities to the ORGANIZER.
i. The ORGANIZER reserves itself the right to include any other kink of prize, by announcing it in the site of the EVENT.
j. RIDERS/ TEAMS who are not presented in the TROPHY hand over and are entitled to receive it will have 60 (sixty) days to claim for it to be posted and must do so through the Organizer Office by FAX (55 11) 4208-7286. RIDERS/ TEAMS who wishes his TROPHY to be sent according to the previous item will be able to receive it anywhere within the Brazilian area served by the Brazilian Post Office, upon payment of its handling, package and post expenses.

Art XVII – Circuit raceSpecific Regulations for the stage held in a circuit shall be published in the technical guide given to riders and team managers together with the kit.
Art. XVIII - ProtocolIn accordance with article 1.2.112 of the UCI Regulations, the following riders must be present at the podium area immediately after crossing the line of each stage.
Riders must present when called on the podium for the awards ceremony.
Before the start of each stage the leaders of the classification below must present for the jersey ceremony.

Art. XIX - ExpensesThe Organizer shall provide accommodation and food from 1:00 pm of October 15st to breakfast of August 23rd, 2011, according to the letter of invitation, except for foreign teams, according to specific needs.
§ Single – Extra expenses with telephone, bar, Internet, equipment maintenance, tolls and others are their user responsibility and are not refundable by the Organizer.
a. All riders excluded after the end of established time or for any other reason mentioned herein, will be excluded from the ride, going immediately back to the city when he came from, on their own.
THE ORGANIZER IS NOT RESPONSIBLE FOR TEAMS TRASNPORTATION TO THE HOTEL.c. Extra expenses in the hotels and restaurants will be the rider’s responsibility, exempting the Organizer from repayments or reimbursements.
Art. XX - DisciplineThe Organizer and the School of Commissaries shall be strictly severe in the subordination of the regulation herein, by all participants of the event INTERNATIONAL SAO PAULO CYCLING TOUR, and shall not permit any disciplinal or sport slip-up. All participants, with no distinction, shall be subject to severe penalties in case of insubordination of the rules of this regulation, as well as the race officials and police agents.
§ Single - In case of fault committed by a rider or a team or entity representative, the penalty applied might be extended to the whole team, which might provoke its disqualification from the race, regarding its severity, by the Organizer and Chief Referee’s criteria, with no appealing being accepted.
Art. XXI - PenaltiesPenalties shall be applied in accordance with Chapter III – Section 3 – Paragraph 10 - 1.3.072, as well as with title XII (Discipline and Procedures) of the UCI Regulations.
Art XXII - Antidoping examinationsa. The UCI Antidoping regulations shall be applied in the race, according to criteria previously announced before each stage.
b.Testing stations and riders required to attend the antidoping tests will be noticed through the Results List of the previous stage.
c. A list of the race number of the riders who are required to appear for testing shall be displayed at the information booth, next to the timing booth.
§24. Of the team managera. Each team shall be represented by a manager duly licensed by the Organizer of the event.
b. The manager promptly responds to any summons issued by the race commission and represents the team in negotiations with the organizers and officials.
§25 – Of the participants kita) All Team shall receive, during the Technical Congress, a complete kit which contains:
- Riders numbers and frame numbers;
- Declaration of Participation;
- Credentials;
- Identification adhesives and traffic permits for the team support cars;
- Equipment and/ or information for the use of the Radio Tour;
- Voucher for water supply;
- Special credential and map to enter the Interlagos Race Track and access the prologue location.
b) It is the team responsibility the distribution of the credentials to all its members, as well as to apply the sticker numbers and permits on their cars, which must be well visible, as written in the Instructions Organization Manual.
§ 26 – Of teh credentialsa. All participants shall receive a credential which identifies them before authorities of the event. The holder of a credential shall hang it around his neck.
Mandatory use:
a) During the Race
b) In Hotels or lodgings
c) Restaurants (Meals will only be served to those presenting a credential)
NOTE – In case of loss or violation of the credential, a second via must be required, for which the sum of R$ 50 (Fifty Reais) will be charged.§27 – Of the body numbers and riders uniforma. All riders must wear their team uniforms, local club or country jerseys, which must be clean at the beginning of the race. Numbers must be placed visibly according to the rules of this Regulation.
b. Racing numbers are provided by the Organizer, as follows:
- 02 hip numbers;
- 03 helmet sticker numbers;
- 01 frame number.
c. Under no circumstances a rider may show a different number from which were given to him. In case of number loss or deface, the rider must require a new set of numbers with the caravan commissar.
d. If a rider fails in wearing the right uniform/ jersey and numbers, he may be disqualified from the race.
e. When a rider change bikes during a stage, for mechanical problems, he must inform the fact to one member of the College of Commissaries.
f. All riders must wear a closed helmet during all races, including its warming up times, which precede each stage.
§28 – Of the numbers and support carsa. All cars of the caravan will receive adhesive with the logos of the event to identify them. The cars must show the adhesives provided, otherwise may be called out of the caravan.
b. Only cars with
maximum height of 1.60 metres will be allowed in the caravan.
c. The support cars shall form the caravan according to the Individual Time Trial which shall be strictly maintained in order.
d. The support cars are numbered by the Organizer and shall respect its order, which will be announced in the official Newsletter.
e. The car numbers must be places in a way that they are visible from the rear shield, left side and windshield right side.
f. The police agents responsible for security shall call of the course any stage cars or those which are not following the rules of this regulation.
g. The chief referees shall be responsible for the regular speed of the caravan cars and for their occupant’s behaviour.
Non-licensed cars are not allowed to drive by 100 meters from the group or riders in a sprint.
h. Only when a rider manages to stay ahead from his team by 1,000 meters in a sprint, a support car is allowed to reach him, upon the referee order. The car may support the rider keeping a distance of 50 meters from him.
i. All cars of the caravan will receive adhesive with the logos of the event to identify them. The cars must show the adhesives provided, otherwise may be called out of the caravan.
j. The Organizer shall provide the race with a wagon which carries the luggage and bicycles and 2 (two) buses for transporting riders in neutral stretches, when necessary.
§29 – Diagram of the motorcade
§30 – Of the breakdown assistancea. The breakdown assistance can be provided from the back of each team and the right side of the road. In case of failure in following this, penalties shall apply.
b. All drivers of support cars shall comply with the traffic rules, being therefore, fully responsible for any accidents that might cause.
c. Car with doors opened, as well as its occupants having their bodies (or part of it) out of the window, or even sitting on the windows of the car are strictly forbidden.
d. During the race, the caravan shall be oriented by a commissar specially chosen for such duty.
e. Each team can use two support cars, however only one is official. Trucks, microbuses, articulated cars and motorcycles, which have heights above the recommended height, are not allowed to be part of the caravan.
f. The caravan cars are not allowed to cross the finish line and must obey the traffic signs of the commissar to the local designated on the maps of the start and finish.
g. At the 1st Stage – Prologue, only the car of the Race’s General Director, Motorcycle Commissaries, Policemen, Ambulances, two (2) neutral cars and one support car for each team. The caravan order shall be determined by draw to take place during the Technical Congress.
§31 – Of the refreshmentsThe Organizer shall provide 60 litters per team, which can be picked up from the feeding/refreshment station of each finish, with the voucher distributed with the kit of the event. Teams will be responsible for its transportation to the local hotel and next stage.
§32 – Of the local accommodationInformation about accommodation (name, hotel address, location and others) at each city/ town shall be searched at the Technical Information booth, which is assembled next to the Feeding and Timing Station at the end of each stage.
